Review of Heartland Town Square Development Proposal - Islip, NY

Overview
Heartland Town Square is a proposed mixed-use, “Smart Growth” redevelopment on 452 acres in the Brentwood neighborhood of Islip, NY that were once part of the Pilgrim State Psychiatric Facility campus. The applicant’s proposal, which includes over 9,000 residential units, 3 million square feet of office space and 1 million square feet of retail space, constitutes one of the largest developments on Long Island in recent memory. The Town of Islip retained PPG to provide ongoing counsel throughout the project approval process. PPG’s review and comment on the Draft Generic Environmental Impact Statement (DGEIS) resulted in key revisions to the site plan by the applicant. The firm also prepared the Final Generic Environmental Impact Statement and drafted an innovative form-based zoning code for the project.
Results
The applicant made significant revisions to the proposed site plan based upon PPG’s review of the project.
